MEAL Officer will be responsible for planning, implementing, and managing the Monitoring, Evaluation, Accountability, and Learning (MEAL) system for the Skills Development and Livelihood component of the project. The position will ensure accurate data collection, monitoring of project indicators, quality assurance, beneficiary accountability, and timely reporting. The MEAL Officer will support evidence-based decision-making by tracking project progress, verifying data quality, documenting lessons learned, and facilitating continuous improvement throughout project implementation. Main Responsibilities 1. Monitoring & Data Management • Develop and implement monitoring plans in accordance with the project's results framework and work plan. • Design and maintain tools for data collection, verification, and analysis. • Monitor project indicators, targets, outputs, and outcomes related to the skills development component. • Conduct regular field monitoring visits to training centers to verify project activities and data accuracy. • Ensure timely collection, validation, compilation, and management of project data. • Maintain project databases and ensure data quality, consistency, confidentiality, and integrity. 2. Evaluation & Quality Assurance • Support baseline, endline, post-training assessments, and other evaluation exercises. • Conduct routine data quality assessments (DQAs) and verification exercises. • Monitor the quality of vocational training delivery against project standards and indicators. • Identify implementation gaps and provide recommendations for improving project performance. • Track learner attendance, retention, completion, certification, and toolkit distribution records. 3. Reporting • Prepare weekly, monthly, quarterly, and final MEAL reports. • Compile monitoring findings and share analytical reports with the Project Manager. • Develop dashboards, summaries, and performance tracking reports. • Support preparation of donor reports through verified data and evidence. 4. Accountability & Feedback Mechanism • Establish and manage beneficiary feedback and complaint response mechanisms. • Ensure complaints, feedback, and suggestions are properly documented, analyzed, and addressed. • Promote transparency, accountability, and beneficiary participation throughout project implementation. • Ensure confidentiality and appropriate referral of sensitive complaints in accordance with organizational policies. 5. Learning & Knowledge Management • Document best practices, success stories, case studies, challenges, and lessons learned. • Facilitate periodic learning and reflection sessions with project staff. • Generate evidence to support programme improvement and adaptive management. • Support dissemination of project achievements and learning products. 6. Capacity Building & Compliance • Train project staff on MEAL tools, data collection methodologies, reporting requirements, and data quality standards. • Provide technical support to field teams on the use of monitoring tools and reporting templates. • Promote a culture of evidence-based planning and continuous learning among project staff. • Ensure compliance with Muslim Hands' MEAL Framework, donor reporting requirements, safeguarding policies, Child Protection Policy, Prevention of Sexual Exploitation and Abuse (PSEA), and organizational Code of Conduct. • Support internal and external monitoring missions, audits, evaluations, and donor visits. • Perform any other duty assigned by the Project Manager. Required Qualification, Experience and Skills: • Bachelor's or Master's degree in Statistics, Social Sciences, Development Studies, Economics, Project Management, Monitoring & Evaluation, or a related field. • Minimum 3 years of professional experience in Monitoring, Evaluation, Accountability, and Learning (MEAL), preferably with NGOs, INGOs, UN agencies, or donor-funded development projects. • Demonstrated experience in designing monitoring systems, data collection tools, indicator tracking, and reporting. • Strong understanding of Results-Based Management (RBM), Logical Framework Approach (LogFrame), and performance monitoring. • Experience conducting data quality assessments, field monitoring, surveys, and evaluations. • Proficiency in Microsoft Excel, Microsoft Office Suite, and digital data collection platforms (e.g., KoboToolbox, ODK, or CommCare) will be an advantage. • Strong analytical, report writing, presentation, and data visualization skills. • Excellent communication, coordination, and interpersonal skills. • Fluency in English, Urdu, and Sindhi. • Willingness to travel extensively within the project area.
