Program Manager

Qatar Charity, a leading international humanitarian and development organization, seeks an experienced Program Manager to join its international operations. The selected candidate may be assigned to any of the organization's field offices worldwide.

**Role Overview:**

The Program Manager leads the planning, implementation, monitoring, and evaluation of humanitarian and development programs and projects, translating Qatar Charity's strategic objectives into impactful initiatives that address humanitarian needs, support sustainable development, and deliver measurable results while ensuring full compliance with organizational standards, donor requirements, and approved budgets.

**Key Responsibilities:**

• Lead humanitarian and development needs assessments using appropriate research and analysis methodologies
• Develop high-quality program and project proposals aligned with donor requirements and organizational standards
• Design and maintain detailed implementation plans, work schedules, and monitoring frameworks
• Ensure projects are delivered on time, within scope, and within budget
• Monitor program performance and implement corrective actions as needed
• Establish tools and methodologies to measure project outcomes and impact
• Ensure compliance with all legal, administrative, technical, and donor requirements
• Manage project scope, schedules, budgets, risks, and resources effectively
• Coordinate with implementing partners, contractors, consultants, and internal stakeholders
• Monitor partner performance and contractual compliance
• Prepare and review periodic technical reports for headquarters, donors, and stakeholders
• Facilitate communication with government entities, donors, UN agencies, and NGOs
• Identify implementation challenges and risks, developing mitigation plans and escalating critical issues
• Supervise technical teams
• Oversee project closure processes including handovers, final evaluations, and comprehensive technical and financial reporting
• Develop and maintain a donor and funding-opportunity database
• Build and maintain strong relationships with donors, implementing partners, and key stakeholders

**Required Qualifications:**

• Bachelor's degree in Business Administration, Project Management, International Development, Humanitarian Studies, or related field (Master's degree preferred)
• Minimum 7 years of progressive experience in humanitarian, development, NGO, or international organizations
• Proven experience managing humanitarian and development programs
• Strong background in project design, proposal development, donor reporting, and monitoring and evaluation
• Experience managing grants and donor-funded projects
• Experience working with multiple stakeholders including governments, donors, and implementing partners
• Excellent English proficiency (Arabic, French, or additional languages valued)
• Willingness to be assigned to any Qatar Charity field office worldwide

**Desirable Qualifications:**

• Professional certifications such as PMP or PRINCE2
• Emergency response experience

**Core Competencies:**

Strategic planning, project cycle and results-based management, proposal writing and donor engagement, monitoring and evaluation (MEAL), risk management, analytical and reporting skills, budget management, communication and negotiation, stakeholder management, team leadership, and strong computer skills including Microsoft Office and project management tools.
